motionblur without fbo

Description
r_motionblur 1 doesn't work with r_viewfbo 0 (setting likely to happen for people preferring antialiasing over some bloom effects).
If this behavior is intended by the current engine design, the menu item should be disabled or at least a tooltip should precise fbo need to be enabled. Something to improve there.

Just to confirm that r_motionblur 1 works but only when there is no AA and r_viewfbo 1 is enabled.
