HUD panels sized to take up the full screen can no longer be resized.

Description

When a HUD panel is resized to take up the entire screen using the HUD editor it can not be resized to become smaller , resulting in the entire HUD being effectively locked.
This should not happen.

As workaround it's possible to use the keyboard to resize a panel
alt-arrow to increase panel size
ctrl-alt-arrow to reduce panel size

However, I agree that the mouse too should be able to handle this situation.

PS: Weird, it seems that ctrl-alt-left and right don't work anymore... I'll investigate.

I've made a patch to fix this issue in the branch terencehill/not_resizable_panel_bugfix: it allows to resize a panel when mouse is right in the border.

Oh, btw you could also drag with the right button to resize a panel from any point ;)

About ctrl-alt-left and right, I forgot I've bound those shortcuts to another application, that's why they weren't working, so no issue there.
